Do military PCS moves to Hawaii follow the same pet rules?

My FAVN sample went through Antech or Idexx. Does it still count?

It counts if it ended up at an approved lab (KSU, Auburn, U-Missouri, or DOD), but there's a catch: your 30-day waiting clock starts the day after the approved lab received the sample, not when your vet drew blood. Intermediate labs add transit time that silently pushes your earliest legal arrival later, so call and confirm the actual received date.

What does FAVN mean?

FAVN stands for Fluorescent Antibody Virus Neutralization. It's a lab test that measures the rabies antibodies in your pet's blood, which proves the vaccinations actually took. Hawaii requires a result of 0.5 IU/ml or higher from one of four approved labs (Kansas State, Auburn, U-Missouri, or the DOD lab), and your 30-day waiting period starts the day after the lab receives the sample. It's the longest lead-time item in the whole process, which is why the FAVN drives most of your timeline.

Can my pet fly straight to Maui, Kona, or Kauai?

Yes, but only with a Neighbor Island Inspection Permit arranged well in advance. The state allows direct entry at Kahului (OGG), Kona (KOA), and Lihue (LIH) if you first contract with an approved veterinary clinic at that airport, get your documents to the quarantine office 30 or more days before arrival, and pay the $165 permit fee. Does it change anything if my dog is a service animal or an emotional support animal?

Trained guide dogs and ADA service dogs have their own entry provision with the state and can be released without quarantine.
