Families who moved a pet to Hawaii assume Guam works the same way. It runs Hawaii's older playbook, and three numbers changed: Guam honors a FAVN for 12 months instead of 36, demands a titer of 1.0 IU/ml instead of 0.5 to keep the home option open, and its clock runs 120 days instead of 30. A test that walked your dog out of Honolulu can be too old and too low for Guam, and finding out at the permit stage costs you the exact kennel days you were trying to avoid.

How do you avoid a long quarantine on Guam?
Start the FAVN chain early enough that the sample reaches the approved lab 120 or more days before you land: microchip first, two properly spaced rabies vaccinations, then the blood draw shipped straight to the lab. Add the $65 entry permit filed 30 or more days ahead with a confirmed kennel reservation, lab-direct results on file 10 days out, and a health certificate inside the final 10 days. Do all of it on time and the stay is typically one overnight.
What FAVN score does Guam require?
Guam reads the number, and it is stricter than Hawaii. A titer of 0.5 IU/ml or higher qualifies for the kennel-based tiers, and 1.0 IU/ml or higher is required to serve any clock balance at home. Guam also honors a FAVN for only 12 months from the draw, a third of Hawaii's 36, so a test that qualified a pet for Honolulu can be too old or too low for Guam.
Do military PCS moves to Guam follow the same pet rules?
The same rules apply, with three military doors: the FADL lab at Fort Sam Houston can run the FAVN through your base vet, screening by a base veterinary clinic can qualify the pet for home quarantine, and the Andersen Pet Lodge serves military families. Can a pet move from Hawaii to Guam without quarantine?
Yes. A dog or cat that has lived in Hawaii for the 120 days before shipment, flies nonstop, and carries a government-issued export affidavit enters under Guam's rabies-free exemption: no FAVN, no clock, no kennel. The entry permit, routine vaccinations, and a health certificate issued within 10 days still apply, plus one owner-arranged vet exam within 72 hours of landing.
How much does it cost to bring a dog to Guam?
The government charge is small: $65 per pet for the entry permit. The real money is the kennel, billed per day. A served-clock arrival runs roughly $300 at the facility for pickup and the short stay, while a full 120 days runs roughly $1,500 to $1,900 at posted rates. Add typically low hundreds for the FAVN lab work, $150 to $500 across vet visits, and $200 to $600 and up in airline cargo fees. Starting early is what moves money from the kennel column to nothing.
My pet already qualified for Hawaii. Does that transfer?
